A message from the Chief Technology Officer
During the COVID-19 Pandemic, OCTO rapidly mobilized and successfully delivered to meet the surge in need for government services and increasing demand for those services to be digitally accessible
Now that we are evolving into a new post-Pandemic norm for how we live, work and study, it is important to think about the future and how OCTO can continue to support and empower District government
To that end, we spent the past few years taking on a large effort to listen to a broad community of stakeholders, including DC residents, businesses, non-profits, CIO’s, tech leaders and others. Their ideas for the future have been captured in this newly refreshed 2023 DC Tech Plan
The Plan is rooted in our aspiring culture—”The OCTO Way” and a clear description of our operating model—”Deliver for DC”. Altogether, they serve as the foundation for our 5 core capability pillars, which reflect our commitment to push DC forward using innovative and collaborative technology
In the coming weeks, we look forward to hearing from you, the general public, about our refreshed Tech Plan and what we should focus on going forward. Specifically, we will be looking for ways to transform our ambition in to an actionable, output driven vehicle that shapes OCTO’s trajectory for years to come

Why this plan? Why now?
As OCTO reflects on its performance and continued evolution over the past several years, now is an opportune time to re-visit the original 2019 roadmap and create an updated, refreshed Tech Plan to guide OCTO’s trajectory forward
